Responsibilities

Complete Building Services is hiring an Assistant Project Manager (APM) for a large facility in Washington DC. The APM shall provide assistance and daily coordination for building-related infrastructure and tenant alteration projects, as well as regularly interface both verbally and in writing with Tenants, Tenant Representatives, Property Management, Engineering Staff, construction professionals, and other vendors. Must be flexible with time and schedule as needed.

 

Essential Duties & Responsibilities:

 

  • Daily operations: Coordinate daily priorities with the chief engineer, supervisors, and administrative staff; review shift coverage, equipment outages, and outstanding actions.
  • Preventive maintenance: Track PM schedules, overdue tasks, quarterly requirements, and completion quality; identify barriers and coordinate corrective action.
  • Work orders and Maximo: Monitor response and completion against contractual SLAs; verify accurate priorities, timestamps, labor, failure information, and closeout documentation.
  • Quality assurance: Conduct field inspections and sample completed work; verify the repair actually resolved the problem; track deficiencies through closure.
  • Major repairs and projects: Develop scopes, coordinate estimates and purchase orders, track vendor schedules and periods of performance, arrange access, and verify completion.
  • Critical building systems: Maintain visibility of HVAC, chillers, boilers, plumbing, electrical distribution, generators, transfer switches, and fire/life-safety issues through the responsible technical leads.
  • Incident response: Coordinate operational response, escalate significant incidents promptly, maintain an accurate timeline, and prepare incident reports and follow-up actions.
  • GSA and tenant coordination: Prepare status updates, coordinate approved outages and access, and track commitments made to the COR/COTR and tenant representatives.
  • Staffing and accountability: Support scheduling, onboarding, training, performance reviews, shift turnover, and adherence to company procedures and applicable labor agreements.
  • Financial controls: Track repair costs, subcontractor charges, purchasing, and invoices; confirm supporting documentation and stay within delegated approval limits.
  • Monthly reporting: Consolidate PM and work-order performance, QA/QC results, major repairs, chiller logs, IDIQ projects, waste/recycling, pest control, water management, emergency power, and deficiency-list progress.
  • Safety and compliance: Verify required permits, task-specific training, contractor controls, and safe work procedures are in place; escalate unsafe conditions.

 

Salary: $57.24 

Hours: 8:00 am to 4:00 pm M-F

 

 

 

 

Qualifications

 The Assistant Project Manager shall possess the following minimum qualifications:

  • Not less than eight (8) years of previous experience within the last five (5) years serving in the role of Assistant Project Manager, or Project Manager, at a facility of comparable size (3 million sq. ft.), comparable function, with similar infrastructure including (1) chilled water and steam systems; (2) UPS Systems; (3) security surveillance systems; (4) security physical barrier systems; (5) fire alarm and fire suppression life safety systems; (6) generator systems; and (7) building automated controls systems.  Demonstrated experience providing facility management and operation and maintenance management is required.  Previous experience managing federal or state office buildings is desirable
  • Completion of post-secondary school training in facilities management and supervision, at minimum possess an associate degree in a field related to facility management and operation and maintenance
  • Demonstrated ability to plan, organize and meet project deadlines
  • Demonstrated ability to work on several projects simultaneously and prioritize work as required
  • Demonstrated working technical expertise in engineering and building infrastructure systems
  • Ability to read and understand blueprints
  • Proficiency with word processing, spreadsheet, and project tracking software
  • The Project Manager shall be available for emergency contact via cell phone twenty-four (24) hours a day, seven (7) days a week
  • The Project Manager shall have availability to work flexible hours as required in response to emergencies
  • Demonstrated ability to provide error-free written correspondence (e.g. progress and status reports, notifications, memoranda, executive summaries) in an on-time manner
  • Demonstrated ability to effectively communicate with a positive and cooperative attitude, orally and in writing, to all audiences; prepare and conduct briefings; make public announcements; coordinate and facilitate meetings
  • Demonstrated ability and experience managing and coordinating emergency events involving a multitude of parties including tenants, law enforcement and other officials, and several agencies and organizations
  • Previous experience as Chief Engineer is desirable, but not a requirement
  • Demonstrated experience managing building reconstitution efforts after building closure due to damage or an emergency event
